Tulsa, Okla. — One of Tulsa's most wanted suspects is behind bars.
Carlos Cooper surrendered Tuesday on arson, endangering human life and assault and battery charges.
Officials said he set his girlfriend’s home on fire in December near 46th Street North and MLK Boulevard.
