Couple on file, let children walk home without adult

Found responsible for unsubstantiated child neglect

They let their children walk home from a park without an adult.

As a result, a Maryland couple says Child Protective Services will keep a file on them for five years.

They say they learned in a letter last week that they've been found responsible for unsubstantiated child neglect.

But they plan to appeal and they say they will still let their 10-year-old son and 6-year-old daughter walk by themselves.
