Fallin to deliver State of the State address

Will discuss details of her call for a tax cut.

OKLAHOMA CITY —

Oklahoma Gov. Mary Fallin will kick off the 2013 legislative session with her State of the State address and her proposed blueprint for a roughly $7 billion state budget.

The first session of the 54th Oklahoma Legislature convenes at noon Monday with a joint session in the House chamber.

Fallin also will present lawmakers with her proposed executive budget, which she says will include additional funding for health care and mental health programs.

Fallin is expected to discuss details of her renewed call for a cut to the state's top personal income tax rate, which is currently 5.25 percent. She also plans to tout Oklahoma's recent economic success and make the case for further pro-business changes, including changes to the state's workers' compensation system and funding for education.
