Suspect accused of using phone app to try and pull over motorcyclist

A man is accused of using a cellphone app to mimic squad car lights, in order to pull over a motorcycle on Wednesday.

Oklahoma City police say undercover agents witnessed Michael Railly impersonating an officer with the lights, so they arrested him.

Railly was not ready to go quietly.

Police say Railly was intoxicated and he began fighting with an officer.  He's accused of kicking the officer before being handcuffed.

The unnamed passenger of the vehicle says things went down differently.  Police say the passenger told them they weren't trying to pull over the motorcyclist.  Plus, the passenger is accusing police of excessive force.

Both suspects were taken to the Oklahoma County Jail.  Railly faces counts of impersonating a police vehicle, assault and battery of a police officer, and driving under the influence of alcohol.
