Man accused of kicking police during attempted theft

Tulsa, Okla. — A man is in jail after Tulsa police say he kicked an officer in the shin and tried to choke a K-9 officer. We're told Norman Hiner acted as a lookout for a woman trying to steal from a Walmart near Admiral and Memorial on Friday. Hiner tried to run away and kicked an officer in the shin. He got away, but the K-9 officer caught him. Police say Hiner then tried to choke the dog. Officers were able to apprehend him and the woman accused of stealing.
