Parents of caged, neglected children charged in Tulsa County District Court

TULSA, Okla. —

The parents of three children police say were found naked and unsupervised, one of them locked inside a dog cage, now face charges of child neglect.

The incident happened Monday, when police responded to a call concerning a naked three-year-old girl discovered by a neighbor roaming around, apparently locked out of her home in cold weather.

The neighbor reportedly called police after hearing the child crying outside for some 20 minutes and knocking on the door of her home, to no avail.

An investigation uncovered two more naked children inside the home, another three-year-old and a 22-month-old toddler.

The toddler, police tell KRMG, was locked inside a dog cage and covered in feces.

In the home with them was William Todd Lewallen, 47. Police say he was intoxicated, and he now stands charged with felony child neglect.

Court documents indicate he was high on a combination of Oxycontin, Flexaril, and Dilantin, and had also been drinking.

The children's mother, Erin Lewallen, also faces a felony charge of child neglect.

The information filed by the district attorney's office says she left the children in the "sole care and custody" of William Lewallen "when she knew or reasonably should have known that doing so would put the children at risk of harm based upon the knowledge of defendant, William Todd Lewallen's criminal history, history of substance abuse, current and past use of medication, and/or current and past medical conditions."

It goes on to identify Elizabeth Lewallen as the mother of the three children, and "therefore a person responsible for their care."
