A 2-year-old, weighing only 13 pounds, is in critical condition at Saint Francis Hospital.
Department of Human Services workers called in the Child Crisis unit from the hospital.
The child has been in and out of state custody for failure to thrive.
The toddler was supposed to have weekly weight checks, but hasn't since July of last year.
Mark Beutler, a spokesman with DHS, says, "There’s always much more to the story, but DHS is not at liberty to discuss the details of the case. "
Police went to the parent's home Tuesday night, near 61st and Riverside Dr., and found Elizabeth Pester and Mark Knapp playing video games.
Officers say Knapp asked if cops were there because the baby died.
Both were arrested for child abuse/neglect.
Beutler says sometimes parents may try to elude DHS or will not cooperate.
He says, "We do take our responsibility to monitor a child’s safety very seriously. Parents, however, are also responsible for the safety and proper care of their children."
The couple lives three miles from the hospital.
