The legislation describes life as beginning at fertilization and bans abortion in most cases.
The bill also takes away tax credits for those who provide abortions and prohibits them from being part of any sex education classes in public schools.
Backers of right to choose are most concerned with the language saying that life begins at fertilization saying it could lead to a complete stoppage of the procedure for any reason.
Those who support the legislation say the wording is a statement of principal.
Kansas Governor Sam Brownback is expected to sign the bill making it law on July 1st.
