CIA report classifies 25% of drone casualties as 'other'

The findings come after classified documents were uncovered about the strikes in nations like Pakistan.
The CIA says it was always hard to tell who, and how many people were near an area when drones went after terrorist targets.
Now they admit up to 25% were listed as "other militants."
One report from NBC asks if the identity of the people being targeted isn’t known, how can the military be sure they are threats to the US?
A former White House official answers by saying some of the attacks are known as signature strikes.
That means some of the targets are identified through "circumstantial evidence" such as patterns of movement and traffic as well as the people seen there.
Another issue is the accuracy of reports after the attacks.
The CIA has been all over the road when it comes to numbers.
In one strike a report says seven to 10 people were killed yet another document on the same target claims there were 20 to 22 dead.
One document says of 600 people killed in a 14-month span, only one was a civilian.
A former advisor to the State Department calls that claim “just not believable.”
