The bill would allow parents, teachers, and others tasked with taking care of kids the right to spank hard enough to leave makes on the children.
That would up the law on the books now that allows punishment but not severe enough to leave marks.
The bill is being sponsored by a Wichita Democrat named Rep. Gail Finney. Her proposal states up to 10 strikes that leave “redness and bruising” would be allowed.
The legislation goes further in saying that parents would have permission to spank the children of others as well.
It draws the line at using a fist to hit a child. Furthermore, prohibited are strikes to the body or head with a switch or a belt.
Finney didn’t initiate the idea. It came instead, from McPherson Deputy County Attorney Britt Colle.
Colle told KCTV "this bill basically defines a spanking along with necessary reasonable physical restraint that goes with discipline, all of which has always been legal.”
"This bill clarifies what parents can and cannot do.
By defining what is legal, it also defines what is not," he went on. Finney says its about restoring the rights of parents.
Not everyone in on-board including Chairman of the House Corrections and Juvenile Justice Committee, Rep. John Rubin.
He told the station his committee may not consider the bill.
