The incident occurred when a store in Switzerland refused to sell Oprah a handbag.
Winfrey was shopping alone when she looked at the bag, she told Entertainment Tonight "she says to me, no, it's too expensive," and the woman added that Winfrey “would not be able to afford that."
Winfrey says she decided to leave the store quietly and not cause a scene.
Oprah might have been able to dig up the cash for the bag since she cleared just over $77 million in 2012.
Winfrey told Entertainment Tonight the action was racist and a worker in the Swiss tourist office agrees.
Spokesperson Daniela Baer from the Swiss Tourism Office told The Associated Press “we are very sorry for what happened to her.”
The tourism department took to Twitter to double up on the apology saying “what this person did was terribly wrong.”
Oprah was in the country for the wedding of longtime friend Tina Turner.
