Special Guest: Roy Tucker (J.D. '03) Assistant City Attorney, Muskogee, OK "The Open Records Act: What Does It Cover and How to Use It Effectively"   Roy D. Tucker has served as the City Attorney for the City of Muskogee since December 2011. Prior to his appointment, Roy served as the Assistant City Attorney from since May 2008. In his current role, Roy serves as a City Council appointee charged with performing as the chief legal advisor to the City Council, City Manager and other other city departments, offices and agencies. He also coordinates and presents training on legal issues to the Muskogee Police Department. Roy is a frequent lecturer on the Oklahoma Open Records and Open Meeting Acts, having presented lectures for the Oklahoma Bar Association (OBA), the Muskogee County Bar Association, and the Washington County Bar Association. He is an active member of the local and state bar associations, currently serving as a Trustee to the Oklahoma Bar Foundation, and Chair of the OBA Section Leaders Council. In 2012, after serving in numerous positions, including Chair, of the OBA Young Lawyers Division, Roy was named as the state’s 2012 Outstanding Young Lawyer. Roy also serves as a Director for Women in Safe Homes, Inc. (WISH), a non-profit combating domestic violence. Roy is a 2003 graduate of the University of Tulsa, College of Law, and was admitted into the Oklahoma Bar the same year. He has been admitted to practice before all federal courts in Oklahoma, as well as, the Tenth Circuit Court of Appeals.
